By the 19th century falling efficiency of the waqf system and corruption of their administrators and beneficiaries had seriously harmed the “reputation” of the waqf institution, placed on the agenda the question of justifiability and legitimacy of the existence of extensive and ramified waqf system in the Ottoman Empire.
