The best available technology development is particularly important for waste treatment. The improved system for waste management is an essential element of resource conservation policy in Russia as well as in Europe and the rest of the world. Waste management is deeply integrated in the European environmental policy, and is reflected in the road map towards the resources’ conserving European economy according the concept of European Commission (EC, 2011) and in the Framework Directive in the area of waste management (EU, 2008). In Russia waste treatment is very important problem for nature conservation.
