Over the past decade it has been widely discussed that science diplomacy plays an important role in building common basis for international scientific cooperation sometimes disconnected within national legislations and boundaries. This is specifically important for the Arctic as geographical space with the high priority of national interests and policies. While being shaped around national aspects Arctic remains the holistic region in natural sense and, thus, requires integrated and complex research approaches within existing scientific paradigm. Such integrated and holistic strategy can only be maintained within science diplomacy dialogue. Large international scientific organizations (such as IASC or SCAR) reveal best practices in keeping the open dialogue, when the local smaller organizations at regional subspaces can highlight even greater level of cooperation at the basis of local interests for the prospect of common spaces. The sounding examples of such cooperation can be found at border regions such as Murmansk region of Russian Arctic zone which comprises the transborder space together with Finland and Norway by implementing mutually beneficial paradiplomatic (at the regional governmental level), scientific, economic, and personal interactions. While agendas and prominent scientific and economic scopes are set within paradiplomatic cooperation and start the regional local pattern of science diplomacy, at the institutional level these agendas are the part of active science diplomacy dialogue among numerous stakeholders. This presentation will discuss the science diplomacy at different levels and subspaces as well as within different roles from governmental to the level of implementer and beneficiary.
