• The administrative way of increase in quantity of TOS yielded fast results in Russia, however it did not stimulate citizens to vigorous activity for the solution of local problems. Only creation of TOS "from below", from an initiative of citizens, is capable to yield really effective results; • TOS successfully counteract in some cases corruption of local municipal authority (including deputies) and business in case of illegal plans of commercial building of settlements by multi-storey houses contrary to disagreement of inhabitants, deteriorations in ecological conditions, problems of development of transport network and infrastructure of transport and other really problem situations; • For effective, but not indicative and fictitious work of TOS besides informing citizens on their purposes and opportunities it is required to give them legal support, including on the example of really carried out successful projects of other TOS
