The distances and kinematical data for the joint sample of galactic cepheids and young open clusters (with an age less then 100 My) have been used to derive the rotation curve of the galactic disk. Entire catalogue contains approximately 440 cepheids and 230 open clusters. Their distances are determined in a uniform system. Proper motions for cepheids have been taken from HIPPARCOS data, and we used our determinations of absolute proper motions for open clusters, reduced to HIPPARCOS system (through the differences of coordinates in TYCHO and Astrographic Catalog (Carte du Ciele). Kinematical parameters for this sample have been calculated, including Oort A constant and angular velocity Omega_0). We used three- dimensional statistical parallax method for 238 galactic cepheids both with radial velocities and proper motions data to calculate their velocity ellipsoid, the parameters of the rotation curve and improve their distance scale. We have shown that the period-luminosity relation derived by Berdnikov at al. (1996) fits well the kinematics of long-period cepheids (with P < 9), whereas the luminosity of short-period cepheids possibly need to be increased by 0.1 - 0.15 ^m.
