The Rayleigh-Rice relationship explains roughness scattering from optically smooth surfaces. The “holy grail” of roughness-induced scatter is a relationship good for any roughness level. An intuitive requirement on such relationships is that they must reduce to Rayleigh-Rice when you reduce the roughness to a smooth surface. That does not always happen and doubt creeps in about the accuracy of Rayleigh-Rice. The authors believe there are issues with measurements, scatter sources and quantifying roughness, but that Rayleigh-Rice is accurate and should not be “corrected.” The paper also shows that near linear shift invariance of surface scatter is a consequence of Rayleigh-Rice.
