The article examines the role and significance of inclusive ecological tourism in the system of values and priorities of sustainable development in the border regions of Russia. The study to identify the features of governmental management of the development of inclusive ecological tourism in the Baltic border region (on the case of the Pskov region) was conducted in the context of analyzing the regional development indicators of the north-western border territories of Russia. The conceptual and legal basis of the research has been constituted by the Concept of Sustainable Development (hereinafter – the Concept). When viewing the conceptual and legal foundations of inclusive ecological tourism as a phenomenon, the polarity of numerous interpretations of the terms "tourism" and "inclusion" is taken into account. Unlike the term "accessible tourism", inclusion is defined as the realization of the person’s constitutional right and sum total of opportunities to take part in an ecological tour, regardless of the place of residence, social status, income, gender and health status. The term "inclusive ecological tourism" is interpreted as a journey of persons with disabilities of a physiological, mental and psychological nature for the purpose of ecological education and familiarization with the values of sustainable development; the specifics of the ecological tourism product intended for low-mobility citizens and groups arriving in the Baltic border area of the Pskov region are clarified. The most important life-supporting component in the system of territorial development is the socio-economic environment and the ecological safety of the Russian Federation territory. At the same time, the borderline factor is regarded as one of the most significant for the sustainable development of regional tourism. The results of a study on the subject of considering the performance indicators of management in the field of ecological inclusive tourism in the Pskov region territories bordering with the Baltic region are presented; problems in the implementation of the environmental project initiatives are identified, recommendations for solving problems of ensuring the ecological tour "accessibility" are developed.
