The paper presents an overview of the situation and the proposals on solving the problems of Russian civil aircraft operations and maintenance monitoring using the new regulatory basis and the improved aircraft technical operational capabilities ensuring, evaluation, and monitoring system, which should be developed. Recent experience shows the need is ripe and there is a scientific and technical base for further improvement of such a national system which is already exists and should be aimed at realization of the maximum aircraft utilization efficiency within the air transportation system, not only safety. This improvement must provide for the appropriate development of the state regulations for the aviation industry, as well as the creation of the legal and methodological base for developing new forms of interaction between the industry enterprises, aircraft owners and operators, based on the worldwide experience
