Русскоязычный вариант: «Современные средства и решения по стимулированию создания и развития малых и средних предприятий в Германии» Annotation The report deals with current German practice in developing and implementing public, private, public-private mechanisms aimed at facilitating the foundation and development of innovative high-tech small- and medium sized enterprises. This is seen as an important issue in the process of improving the national innovation system. The German system of regulatory institutions in the field of innovation is studied in depth. The content of some current state initiatives and programs is analyzed. Taking into account peculiarities of the federal nature of the German government system (similar to Russia), regional practice (in Land Bayern, Saar, City-Land Hamburg etc.) was considered. The support for the development of innovative small and medium sized technological businesses in educational institutions is accepted as the most urgent task, so the real practice of supporting measures in 9 German universities was analyzed. Finally, an attempt was made to explore and describe a typical “innovation ecosystem” of a German university, that is based on collaboration between government, business, and non-profit organizations.
