A comprehensive review of new aspects of the old problem of resonant light scattering by small particles is presented. The primary attention is devoted to the fundamentals of the problem. Specifically, the physical grounds for the violation of the Rayleigh scattering and its replacement by the so-called anomalous scattering are revealed. Peculiarities of the latter are discussed. It is shown that the anomalous scattering has practically nothing in common with the Rayleigh one. The next topic discussed is the resonant scattering by high-index particles. Most attention is paid to the tunable scattering diagrams and giant field concentration within the particles, which may be used to enhance various nonlinear effects.
