The development of the innovation sphere should meet not only modern socio-economic challenges but also the requirements of the actors of innovation activities that influence economic growth and domestic interests. The purpose of the study is to understand how the interaction of business structures and authorities affects the innovative development of Russia. In this regard, there is a request to create a dialogue between representatives of the public and private sectors. Together they can overcome many difficulties and problems that we face on a daily basis. Business is able to solve many problems faster due to a better understanding of the situation in the region, the ability to amass funds and accumulated experience. Government’s institutes, in turn, has access to the main resource - power. Therefore, their symbiosis is important for the development of the innovation sphere. The results of the study helped to identify the main mechanisms of interaction between actors.
