The development of industrial clusters in countries such as China, the United States, and the European Union has achieved significant success. In the process of economic transformation, Russia has also attempted to absorb valuable experiences to better promote economic development. However, due to the unique characteristics of Russia's economic development and the longstanding imbalance in its industrial structure, coupled with the backdrop of Western sanctions, structural issues in Russia's industrial development have become increasingly prominent. To break free from the passive situation of heavy dependence on imported manufacturing, the Russian government has introduced the "Made in Russia" policy to stimulate the balanced development of domestic industries and further integrate domestic resources. The continuous withdrawal of Western brands from the Russian market has provided new opportunities for the development of local industries. However, overcoming institutional obstacles in the development of industrial clusters remains a challenging task.
