To assess the innovative transformation of economic systems in the Volga region, a methodology was developed for a comprehensive analysis of the resource potential for sustainable development of regions. The proposed methodology includes both indicators for assessing the factors of forming a new innovative economy and indicators for the effectiveness of innovative development, which form a technological and resource reserve for further economic development. The grouping of Volga regions was carried out based on our model of clustering economic space.
