The report is devoted to the prospects of using collective memory and memorial policy as a resource of "soft power". It is noted that the importance of such functioning of collective memory is associated not only with purposeful social activity, but also with a special sociolinguistic matrix. The main political and philosophical ideas rethinking the power practices that underlie the use of collective memory in "soft power" strategies are indicated. Scaling up to the level of cross-country interactions, collective memory and memorial policy turn out to be associated with "soft power": it acts as one of the effective tools for implementing government strategies in this area, mitigating the consequences of overt or hidden interstate conflicts. Collective memory as a separate tool of "soft power" is used in various practices of memorial diplomacy, but its possibilities for improving interstate relations and reconciling different historical narratives in the modern world are not fully realized. The goals, actors and forms of memorial diplomacy are marked. The main scenarios of its implementation are highlighted: 1) as overcoming the negative and tragic experience of the past and 2) as updating narrative strategies in territories with pronounced narrative inconsistency.
