There are a number of factors that may influence effectiveness of Parliament. As it is stated in “Parliament and Democracy in the Twenty-First Century – A Guide to Good Practice”, main responsibility of Parliament is to act effectively in accordance with the Parliament’s legislative and oversight functions in a manner that serves the needs of a whole population. The paper examines the influence of human factor on Parliament’s efficiency. Can we consider the activities of Parliament members as a kind of professional work? Can we consider the members of Parliament as bearers of Parliament’s human capital? If so, then all standard human resources management practices could be applied to parliament members to raise the value of Parliament human capital and to improve Parliament performance.
