On the example of January-February 2012 synoptic mechanisms of abnormally warm weather and high anticyclones formation in the Russian Arctic and generation of cold cyclone series in the middle troposphere over southern Europe are observed. The typical schemes of macroscale thermobaric field reorganization of the atmospheric circulation and the establishment of the air transfer from eastern Siberia to the central and southern parts of European Russia and the Mediterranean countries are represented. An algorithm for predicting the atmospheric blocking using quantitative criteria that allows the assessment of the presence, intensity and duration of the circulation which prevents westerly flow are proposed
