Small-scale solar coronal activity in the deep minimum of 2009 was displayed as very weak flares of the classes C and below, 8% of them were associated with slow narrow CMEs directed to Earth. In spite of very low flare flux, the peak temperatures in the flares were above 4 MK. 2. The transient component of SW in 2009 contained patches of enhanced ion charge states of C, O and Fe which suggests the presence of hot flaring plasma in the source. The ion parameters of the transient ICMEs correlated with the flare flux. The Ionic charge states of carbon, oxygen and iron were found to be lower than those for typical ICMEs in 23d cycle but exceeded the values for quiet periods. 3. The lower frozen Ionic charge states of ions in transient flows associated with SSE as compared with typical ICMEs can be explained by lower initial temperatures of the ejected flare plasma as well as deeper cooling during slower CME passage in the inner corona
