While skilled executives play the crucial role in accumulating and transferring the experience, middle level managers act as mediators between civil service and citizens. From one point of view, young people who come to civil service bring with them knowledge about what civil service is expected to be, and about the world trends in its modernization. On the other hand, their knowledge should be improved and developed in order to adapt employee to civil service environment, and to broaden their professional horizons. As they grow in their career the need for expert development is becoming even bigger. The new challenges occur: conflict resolution, personnel motivation, ongoing enhancement, and teambuilding. All this improvements can be better achieved, and new competences can be acquired with the help of professional training and development.
