The invention relates to the field of producing lower olefins (C2-C3) from a non-petroleum feedstock. The invention addresses the technical problem of increasing the selectivity of the catalyst with respect to lower olefins while maintaining high activity, and increasing the stability of said catalyst during the production of olefins from a mixture of 10-20 vol% dimethyl ether (DME) and 80-90 vol% inert gas. The catalyst for the synthesis of lower olefins from DME contains: 0.1-2.0 wt% magnesium; 33.0-34.0 wt% binder (aluminium oxide); remainder - a pentasil-type zeolite with a molar ratio of SiO2/Al2O3 = 37 and a sodium oxide content of not more than 0.04 wt%. A method is also proposed for producing lower olefins from a mixture of DME and inert gas at an elevated temperature and atmospheric pressure in the presence of the above catalyst.
