Предлагаемый проект направлен на теоретическое обоснование и поиск практических возможностей развития и модернизации системы образования в регионах Крайнего Севера. По мнению авторов проекта, эта проблема важна для социально-экономического развития страны, поскольку Крайний Север в значительной степени обеспечивает экономическое благополучие страны, но при этом является зоной внедрения высокотехнологичной продукции и требует качественно новых управленческих решений. Без квалифицированной рабочей силы не только нельзя развивать данные территории, но и удержать их. Качественная система образования является одним из мощных факторов, препятствующих оттоку населения из регионов Крайнего Севера, стимулирующих рождаемость и повышение уровня жизни населения. Уровень развития образования является важным фактором, определяющим темпы социально-экономического развития страны. Развитие этой системы предусмотрено в Основах государственной политики РФ в Арктике и аналогичных документах, затрагивающих данную проблему. Тем не менее, эта задача не решена до сих пор как из-за практических сложностей (нехватка ресурсов, сложные условия жизни), так и из-за теоретической и методологической сложности данного вопроса. Комплексное исследование всех аспектов этой сложной в теоретическом плане темы будет включать в себя: рассмотрение особенности функционирования системы образования в условиях Крайнего Севера, анализ достоверности и корректности используемых в настоящее время статистических показателей, которые характеризуют функционирование системы образования в регионах Крайнего Севера, анализ статистических данных и результатов выборочных исследований, характеризующих развитие системы образования в регионах Крайнего Севера, изучение и систематизацию условий, факторов и причин (экономических, социальных и демографических), которые побуждают развивать систему образования, рассмотрение основных уровней образовательной системы в регионах Крайнего Севера, рассмотрение основных проблем (экономических, социальных и демографических), с которыми сталкивается система образования в регионах Крайнего Севера и которые препятствуют ее модернизации, оценку результативность действующей политики в сфере образования в регионах Крайнего Севера, разработку аргументированные предложения по развитию системы образования в данных регионах, обоснование конкретные меры, которые позволят модернизировать систему образования. Научное и методическое обеспечение решения задачи развития системы образования в регионах Крайнего Севера актуально в теоретическом плане и будет иметь большое практическое значение. Развитие системы образования будет способствовать формированию более качественного человеческого капитала, даст экономический (повышение заработной платы и покупательной способности, снижение безработицы), социальный (снижение социального и гендерного неравенства, повышение стартовых возможностей для детей из бедных семей и семей с большим числом детей) и демографический (снижение оттока населения из регионов Крайнего Севера) эффекты.

The proposed project is aimed at theoretical substantiation and searches for practical opportunities for the development and modernization of the education system in the regions of the Extreme North. According to authors of the project, this problem is important for the socio-economic development of the country as the regions of the Extreme North to a large extent provide the economic well-being of the country, but it is a zone of introduction of high-tech products and requires qualitatively new management solutions. Without a skilled workforce, it is not only impossible to develop these territories, but also to keep them. An education system of high quality is one of the most powerful factors hindering the outflow of population from the regions of the Extreme North, stimulating the birth rate and raising the standard of living of the population. The level of development of education is an important factor in determining the pace of socio-economic development of the country. The development of this system is stipulated in the Basics of the state policy of the Russian Federation in the Arctic and similar documents that affect this problem. However, this problem has not been solved so far both because of practical difficulties (lack of resources, difficult living conditions), and because of the theoretical and methodological complexity of the issue. A comprehensive study of all aspects of this complex topic in the theoretical plan will include: consideration of the peculiarities of the functioning of the education system in the conditions of the Extreme North, analysis of the reliability and correctness of the currently used statistical indicators that characterize the functioning of the education system in the regions of the Extreme North, analysis of statistical data and the results of sample studies characterizing the development of the education system in the regions of the Extreme North, study and systematization of conditions, factors and causes (economic, social and demographic) that encourage the development of the education system, consideration of the basic levels of the educational system in the regions of the Extreme North, consideration of the main problems (economic, social and demographic) faced by the education system in the regions of the Extreme North and which hamper its modernization, evaluation of the effectiveness of the current educational policy in the regions of the Extreme North, development of reasoned proposals for the development of the education system in these regions, substantiation of specific measures that will allow modernizing the education system in the regions of the Extreme North. The scientific and methodological support of the solution of the problem of the development of the education system in the regions of the Extreme North is important in theoretical terms, and will be of great practical value. The development of the education system will contribute to a better quality of human capital, will give an economic (higher wages and purchasing power, reduced unemployment), social (reduction of social and gender inequalities, increasing opportunities to children from poor families and families with many children) and demographic (reduction of outflow of population from regions of the Extreme North) effects.
