The year 2021 has been declared the Year of Science and Technology in Russia, and the program of its main events has been approved (https://xn--80afdrjqf7b.xn--p1ai/) and several projects have been already started to support and promote science. In 2020 the Constitution of the country was amended to strengthen the role of science in the development of the country. The new state program "Scientific and Technological Development of the Russian Federation" for 2019-2030, including the subprogram "Development of national Intellectual Capital", was approved. The Strategy of scientific and technological development of the Russian Federation, which was approved in 2016 by The Decree of the President, defines the main principles and directions of state policy in the field of science and technology, focuses on freedom of creativity, systematic support, the concentration of resources, regional balance, openness, targeted support and fair competition. There is no doubt that these key scientific components can give an impetus to the development of the country. Within the framework of the project, a comprehensive empirical study of the human capital of science in modern Russia is planned to be carried out based on conceptual developments and using an interdisciplinary approach and special methodological tools. The data obtained through biographical analysis, in-depth and expert interviews will help identify the main types of young scientists and determine their managerial potential, identify the existing channels of recruitment to the scientific elite and evaluate their effectiveness in solving the problems of public administration of science, identify the advantages and disadvantages, as well as the opportunities and limitations of the current state science and technology policy in the context of mutual perception and building effective communication mechanisms between science and government. Based on the evidence base obtained in the empirical part of the study, there is a plan to develop a two-part integrative model of state management of human capital in the field of science and technology, including two groups of interrelated elements, where the first one reflects the state level of management of the sphere of science, and the second one reflects management within the scientific sphere. The scientific novelty of the project lies in the fact that for the first time it is supposed to model the system of effective state management of human capital in the field of science. The conceptual developments carried out within the framework of the project, the empirical data obtained and the practical conclusions drawn from them open up a new perspective for analyzing the modelling of human capital management in the field of science and make a significant contribution to the complex of scientific ideas about the young scientist as a subject of politics. The research is interdisciplinary, which is determined by the fact that it carries out a synthesis of political science, sociological, political and psychological, historical, mathematical methodological developments for the study of the stated problem in the broad subject field of socio-humanitarian sciences. Participation of political scientists, who are specialists in the field of science and innovation policy, sociologists of science, historians, specialists in the field of mathematical modelling, competence approach in the field of education and science, specialists in the field of corporate governance, physical, mathematical and technical disciplines, as well as sociologists and specialists in the field of political psychology with extensive experience in the development of integrated models, will allow you to implement the fundamental task and develop practical recommendations for further testing, refinement and implementation of the above-mentioned model. Based on the project materials, articles will be prepared for publication in peer-reviewed scientific journals. The main results of the project will be presented in the reports of the research team members at all-Russian and international scientific conferences and other scientific events. The real possibilities of solving a fundamental scientific problem within the project are determined by the conceptual and methodological potential of the selected approaches, as well as the scientific reserve available to the team
