Аннотация:Investment has become one of the most important sources of economic growth both at national and regional levels. Recent studies have shown that e-government projects can promote direct investment and entail entrepreneurship development primarily in emerging market economies. However, systematic literature reviews demonstrate a lack of researches focused on the regional level of e-government services for investors and entrepreneurs. Our study aims to conduct a comparative analysis of the regional investment portals launched within a special Russia's e-government initiative targeted at facilitating the interaction between business community and regional authorities. In our study, we offer an original methodology, which helps us to develop the index of investment portals quality for Russia's regions. The aggregate index includes such factors as availability of necessary legislative information for investors, use of metadata, easy navigation, relevance of information provided, integration with social media, and possibility of translation into foreign languages. We also measure the time of response to entrepreneurs' inquiries. The results of our study show a significant interregional differentiation in transparency, usability, and interactivity of the investment portals. Nevertheless, most regions prefer to use investment portal as a service tool (e-government 1.0) rather than as a collaborative tool (e-government 2.0). In addition, we discuss the relationship between our pilot index of investment portals quality and a number of regional development indicators such as the investment climate index, foreign direct investment (FDI) inflows, and the level of regional authorities' openness. Finally, we suggest certain policy measures necessary to replicate the successful e-government practices for entrepreneurs from advanced regions to less developed ones.
