Аннотация:Статья посвящена разработке фундаментальной теории внешней торговли, ос-новы которой заложены в «Капитале» К. Маркса. Аргументируется несостоятель-ность теории сравнительных преимуществ Д. Рикардо, в которой не учитываютсяособенности действия закона стоимости в интернациональном применении. Этатеория ориентирует Россию на экспорт естественных природных ресурсов, на сво-рачивание научных исследований и разработок экспортной высокотехнологичнойпродукции. По Рикардо, внешняя торговля не увеличивает стоимостного богатствастраны. Его теория базируется на стоимостной эквивалентности международногообмена, рост производительности не меняет стоимости экспортируемой/импорти-руемой товарной массы, хотя стоимость единицы товара понижается. По Марксу,на мировом рынке более производительный труд принимается в расчет как болееинтенсивный, стоимость единицы товара не понижается до тех пор, пока конку-ренция не вынудит понизить продажную цену до стоимости.Разработка фундаментальной теории требует анализа действия закона стоимости и закона образования общей нормы прибыли посредством конкуренции в национальном и интернациональном применении (на уровне I и III томов «Капитала»).Двигателем внешней торговли являются не сравнительные преимущества, а стремление к более высокой норме прибыли. Наибольшую прибыль Россия может получать при экспорте высокотехнологичных товаров, что предполагает развитие образования и науки. Внешняя торговля может и должна увеличивать стоимостное богатство страны. Сверхдоходы от экспорта природных ресурсов должны не стерилизоваться, а превращаться в инвестиции.The article sets out to develop a fundamental theory of foreign trade, the bases forwhich are to be found in Karl Marx's Capital. It is argued that David Ricardo’s theory ofcomparative advantage, which fails to take account of how the lav/ of value operates ininternational dealings, is unsustainable. The theory of comparative advantage orientsRussia toward the exporting of natural resources, v/hile encouraging a curtailment ofscientific research and retarding the development of high-technology export production.According to Ricardo, foreign trade does not increase the wealth of a country in valueterms. His theory is based on the value equivalence of international exchange, withproductivity growth failing to alter the value of the exported/imported commodity masseven though the value per unit of each commodity is reduced. According to Marx, moreproductive labor is taken into account by the world market as more intensive labor; theunit value of a commodity does not decline until competition forces a lowering of itssale price to the point where this corresponds to its value. Developing a fundamentaltheory requires an analysis of the operation of the law of value and of the law of theformation of the general rate of profit through competition, as applied in the nationaland international contexts (see volumes I and III of Capital). The motor of externaltrade is not comparative advantage, but the search for a higher rate of profit. For Russia,the way to maximize profits is through exporting high-technology goods, which in turnpresumes the development of education and science. Foreign trade can and shouldincrease the v/ealth of the country in value terms. Windfall revenues gained from theexporting of natural resources should not be sterilized, but should be transformed intoinvestments.
