Аннотация:National Security and Pandemics. Rethinking Biosecurity Governance: a nature of discussions and search for the success formula. Part II. SARS-CoV-2 origin and biological security in laboratories Abstract. The article reviews key aspects of the current efforts to identify new approaches to the regulation of biosecurity as components of the national security framework. Substantial expert evidence that the SARS-CoV-2 pandemic originated from an incident that took place in the laboratory of the Wuhan Institute of Virology is presented, and expert views on existing biosafety and biosecurity issues in BSL3, BSL3+ and BSL4 laboratories are summarized. The article identifies focus areas for establishing an effective model of biosafety system regulation and summarizes expert debates on the ongoing implementation of new mechanisms to address biosafety in BSL3, BSL3+ and BSL4 labs in the USA and other counties. The insufficiency and ineffectiveness of existing biosafety and biosecurity measures are presented as a systemic problem requiring immediate action at both national and global levels. The following priority tasks for reinforcing biosecurity measures in BSL3, BSL3+ and BSL4 labs are identified: a radical overhaul of the regulations and protocols for recording, storing and transporting dangerous pathogens; the improvement of pathogen detection methods and the implementation of automated units to perform dangerous procedures; and the development of new guidelines for the physical protection of lab personnel and enhanced and modified training programmes for educating lab personnel, including, inter alia, programmes for developing dangerous pathogens handling skills.
