Аннотация:The work is devoted to the study of topical issues of air traffic organization in the space of a smart city, in which both manned and unmanned aerial vehicles are present. Surveillance of unmanned aerial vehicles for the purpose of air traffic control raises the problem of their low effective scattering surface as well as the shading of different urban landscapes. In order to overcome these difficulties, it is proposed to use all available information means in a multiphase mode, and these means can operate in different ranges and on different physical principles. In order to assess the potential accuracy of measuring parameters of movement of unmanned aerial vehicles, a method is proposed for converting correlation matrices of errors of measurement of parameters of movement into a single coordinate system of a point of information processing and for forming an integrated correlation matrix of measurement errors, which depends on the structure and modes of operation of the locational means. The selection of the required composition of such means is carried out by solving the optimization problem, which includes all possible structures and modes of operation of information means in a multi-station complex, as well as limitations related to the lack of visibility of the object of observation, permit to work in certain areas of the airspace and the energy resources of the complex.
