Аннотация:Modern economic development of the Russian Arctic zone is connected with a risk to provoke nature management conflicts of different origin: socioeconomic, ecological, institutional. Territories of traditional nature use of indigenous population (TTNU) are among the most vulnerable to such risks. Modern climatic changes complicate the situation even more. These risks are connected with future changes of nature management practices foreseen by the recently adopted Strategy for the Russian Arctic development till 2030.. Indigenous communities may be involved in the process of land use conflicts at TTNU because of the expected process of overlapping by land use patterns of new stakeholders. Accumulation of appropriate information for indigenous communities’ decision making to solve such problems is very often a difficult process. Necessary information is extremely different and scatted at different data bases. It includes information concerning ecological, ethnological, nature management patterns, culture issues, etc. Modern approach to provide an access to this basic information and valuable results of its integration is elaboration of a multi-functional information platform based on blockchain principles, which may be helpful not only to indigenous communities but to other stakeholders as well. Blockchain solution presented here is directed to ensure optimal use of territorial nature capital via public-private collaboration. It arranges a platform for reliable data for ongoing land use changes, for security of transactions, etc. It gives a chance to elaborate economic instruments for regulating land use conflicts at TTNU.
