- Аннотация: The article considers the preconditions for the implementation of program management techniques in public administration and substantiates the necessity of the development of the methodical basis for increasing the efficiency of sets of activities scheduled within state programs. In accordance with the analysis of the experience of the Russian Federation and foreign countries, authors of the article develop recommendations for the improvement of processes of monitoring and managing state programs of the Russian Federation. The concept is drafted in order to form the mechanism, which can be used consistently to adapt state programs for socio-economic changes and technological progress.
