Аннотация:In the context of the game of great powers, the development of artificial intelligence industry has become a new focus of competition among major powers. Along with this, it is important to effectively regulate artificial intelligence in terms of laws to ensure that it can support its development and prevent possible problems. Russia has one of the highest rates of mobile communication and Internet penetration in the world, and one of the cheapest countries in the world for Internet access. Inheriting the excellent legacy of the former Soviet Union, Russia has high-quality resources, basic and reserve talent pools in mathematics, physics, artificial intelligence (AI) technology and other fields. However, the development of artificial intelligence in Russia has demonstrated features inherent primarily to the government and the military. Globalization has stimulated privatization, and the rapid development of the global market has made competition more intense. As a result, the development of artificial intelligence technology is no longer dependent on government support, as private companies have become major players in the field. Under this trend, the Russian government cultivates the AI industry by formulating a national strategy and a series of supporting laws and regulations; establishing pilot projects to increase government investment and supervision of the AI industry; and conducting publicity campaigns to attract professionals. By analyzing various normative legal documents, relevant expert opinions and scholars’ evaluations in the field of artificial intelligence regulation in Russia in recent years, this paper summarizes the characteristics of Russia’s artificial intelligence industry and the problems reflected in its related policies, and provides an overview of the Russian government’s artificial intelligence policies, in order to forecast future trends.
