Аннотация:Based on the changing of social needs and the needs of actively promoting the Bologna Process, according to the Law of education, Russia revised the list of areas and specialties of higher education and established the Federal State Educational Standard of third generation for higher education, the core element of which is the requirements for the results, structure, conditions for implementation of the basic educational program. Development of the new standard of higher education is based on the idea of competency conception, which request training general cultural competence and professional competences. The purpose of the training is development of students. The training of competence aims to interdisciplinarity. Three types of discipline in the basic education program are divided into the base part, which is set by country and the variable part, which is set by university itself. It reflects tо principle - combination of unity and autonomy. The key difficulties of implementation of new standard are the building of capacity structure and assessment methods of capacity.
