Аннотация:The transition period of Russia economy restructuring and market economy implementation in Russia during the last 20 years came across with the significant worsening of environmental, economic situation, human well-being and social security. Due to the ongoing municipal reform in Russia local communities faced and have to manage an extremely outdated and inefficient economic and social infrastructure that previously was maintained by federal budget resources. The living standards of people are still lower and worse than in developed countries, and differentiation in wealth conditions of population is quite high, so the problems of social responsibility improvement become the top priority.
The land use/ cover change (LUCC) was caused by political and economic transition conditions: changes in ownership, stagnation in agriculture, development of transport and cities infrastructure. The legislation limits the use of the lands besides to agricultural production regardless of the form of property. At the same time non-use of agricultural lands is officially forbidden.
The research allows to understand the linkage between environmental, economic and social factors of human security and to improve social responsibilities at country as well at municipal levels that help for sustainable development policy elaboration and implementation.
