During the reporting period, the following works were carried out as part of the project: - analysis of the scientific and technical literature on the studied problem was carried out in order to identify unsolved problems, patent research was conducted; - the selection and justification of ways to solve the tasks; - a general methodology for conducting scientific research has been developed, and methods for solving the tasks have been selected and justified; - a comprehensive statistical analysis of indicators of economic development of the Krasnodar Territory was carried out, significant factors affecting the efficiency of their functioning and development were identified; - a systematic analysis of the processes of management of regional bodies was carried out, directions for increasing the efficiency of their work were revealed through the introduction of geo-information systems into the practice of their activities; - analysis of the federal, regional and municipal monitoring and management systems was conducted, the choice of the composition of geo-information technologies necessary for the regional authorities was substantiated; - the possibilities of integrated information support and monitoring of territories, objects, processes, natural phenomena in the interests of the development of the region were investigated; - a concept was developed for a region’s development model based on the use of domestic results of space activities. The most important results that were obtained in the reporting year 2018: 1. The classification of geographic information systems and technologies was carried out, and the main possibilities of their application in the activities of regional authorities were identified. It is shown that the main constraining factors for the effective use of the results of space activities at the regional level are: the lack of a coherent regulatory framework for using the results of space activities; the lack of a system for stimulating the promotion of sectoral space products and services at the federal and regional levels, low activity of private capital, the lack of a unified procedure for the formation of spatial data infrastructure at the regional and municipal levels. At the same time, the region begins the process of searching for and creating basic elements of the navigation and information management infrastructure as the basis of a regional economy based on a developed geospatial data infrastructure. Often the most important source of such data is space systems; therefore, the most important task at the regional level is the deepest integration of the results of space activities with regional and municipal monitoring and control systems. 2. A comprehensive statistical analysis of the economic development indicators of the Krasnodar Territory was carried out, which made it possible to identify significant factors affecting the efficiency of their functioning and development. A linear factor model is proposed, which takes into account the first moments of the interaction of factors, and the factors depending on the degree of application of the results of space activities in the monitoring and control systems have a fairly high weighting factor in the proposed model. 3. A systematic analysis of the processes of management of regional bodies was carried out, which made it possible to identify the main directions of increasing the efficiency of their work, which can be achieved through the introduction of geo-information systems into the practice of activity of regional authorities. It was noted that the formation, maintenance and use of a cumulative regional information resource should be considered most popular, which: is integrated with electronic maps and data of the GLONASS system; structured by branches of the economy, territories and other objects of management; updated based on satellite imagery and other remote sensing systems; It is provided to any end-user - the public and managers at various levels in the form of visual, regulated and accessible services; 4. The analysis of regional and municipal monitoring and management systems was carried out, which made it possible to substantiate the choice of the composition of geo-information technologies necessary for regional management bodies. The task of improving the management efficiency of regional development processes, taking into account their resource potential, can only be solved on the basis of the integrated use of various space systems - remote sensing of the Earth from space, navigation, communications, control and data transmission, hydrometeorological, cartographic and other types of space support. The integration of space and other required types of information should be ensured; 5. The author developed economic-mathematical models and methods for managing developing socio-economic systems based on Voltara type integral equations describing controlled dynamic systems, a feature of such equations being the presence of a function in the lower limits of the integrals. 6. The possibilities of integrated information support and monitoring of territories, objects, processes, and natural phenomena in the interests of the development of the Krasnodar Territory were investigated. 7. The concept of a regional development model based on the use of domestic results of space activities is proposed.
